Xiaoxiao Pan, Esq.

Xiaoxiao Pan is a Staff Attorney for the Low Income Taxpayer Clinic (LITC) at the Legal Aid Society of Northeastern New York. He joined the LITC in 2019.

 

He received his JD degree from Pepperdine University School of Law, LLM in Taxation degree from New York University School of Law, and MBA degree from University of Southern California Marshall School of Business.

 

Xiaoxiao Pan is admitted to practice in California, while his admissions to New York and the U.S. Tax Court are pending.

 

 

Joseph P. Orzechowski, Esq.

Joe is a Staff Attorney in the Low Income Taxpayer Clinic at the Legal Aid Society of Northeastern New York. He holds a B.A. in Economics and a B.A. in Psychology from the University of New Hampshire (1995). Joe attended Seton Hall University School of Law and graduated in December of 1998 with his J.D. degree.

 

Joe has been admitted to practice law before the Courts of the State of New York since 1999 and he is admitted to practice before the U.S. Tax Court.

 

Prior to joining the LITC in May of 2020, Joe was an Appeals Officer with the IRS for ten years. Appeals Officers administratively adjudicate a taxpayer’s continuing objection (from a neutral and impartial perspective) to some IRS action or failure to act. Joe also spent four years with the Legal Aid Society of Suffolk County, NY in their Family Court Bureau and four years in private practice as a civil trial attorney. He has made over a thousand court appearances and conducted over a hundred trials.

 

Joe assists clients with tax debt issues, penalties, notices, examinations, assessments, injured/innocent spouse applications, appeals and Tax Court litigation, among other things.
