Summary: You do not have to file or pay federal or state taxes until July 15, 2020. If you have something to file on paper with Tax Court you can still do that, but Tax Court in Albany has been canceled.
On March 20, 2020 the IRS deferred the federal tax filing date to July 15, 2020; this is not up on the IRS website yet but was reported here. New York State has also changed its deadline to July 15, 2020.
The United States Tax Court session in Albany, which was scheduled for April 30, 2020, has been canceled according to this order. Please note that as of March 13, 2020 Tax Court was still receiving mail and accepting petitions, although no visitors are allowed in the building.
